The Opportunity:

CACI is seeking an experienced, action-oriented SATCOM Strategic Analyst to join our team supporting the Army DCS, G-6, Network Command Control Communications, and Computers (C4) Services Integration (NC4SI) Directorate. In this high-visibility role, you will act as the bridge between strategic discussions and tangible execution for the Army's enterprise-level SATCOM initiatives. You will work directly with the customer to capture their intent, help architect strategic courses of action, and independently produce the high-quality staff work required to drive mission success. This position is designed for a "doer" who excels in a fast-paced headquarters environment. We are looking for a professional who can walk out of an executive-level meeting, distill complex challenges into clear strategies, and immediately draft succinct, decision-ready deliverables for leadership

Responsibilities:

  • Participate in high-level Army Staff, Joint, and DoD-level forums to capture strategic intent, understand mission objectives, and develop actionable IT/SATCOM strategies and courses of action (COAs).
  • Translate strategic discussions into high-quality, actionable work products, moving beyond advisory dialogue to hands-on execution and technical product generation.
  • Draft, refine, and finalize HQDA-level deliverables—including info and decision briefings, executive summaries (EXSUMs), and quantifiable metrics.
  • Ensure produced deliverables are clear, concise, succinct, and tailored to the exact specifications and tight timelines of senior leadership.
  • Present completed work products, COAs, and strategic briefings to General Officer (GO) and Senior Executive Service (SES) level leadership.
  • Drive Army SATCOM modernization initiatives (including MILSATCOM/COMSATCOM integration and Commercial LEO/MEO hybridization), promoting alignment with Army SATCOM policies.
  • Collaborate with stakeholders to support the strategic alignment of enterprise-level SATCOM services, verifying compliance with overarching DoD CIO and Army G-6 policies.
  • Manage concurrent projects related to SATCOM while navigating the Army Staff Action process (ETMS) to ensure deliverables meet stringent quality standards.

Qualifications:

Required:

  • An active TS/SCI clearance.
  • Bachelor’s degree or higher in a technical, IT, or related field.
  • Ability to thrive in a rapidly changing, fast-paced headquarters environment where priorities and tasks shift frequently.
  • Minimum of 9 years of DoD-specific experience, with a strong background in DoD SATCOM (Narrowband, Wideband, Protected, Commercial) systems, enterprise architectures, and strategic priorities.
  • Proven track record of capturing customer intent and turning it into polished, finished work products on tight deadlines with minimal rework.
  • Ability to produce clear, concise, and succinct staff products. You must be able to translate technical concepts into actionable insights and present them confidently to senior leaders.
  • Proven experience advising and collaborating directly with military leaders (O-6 and above) and SES personnel.
  • Familiarity with Pentagon processes, Army tasking systems, and staff action package coordination.
  • Advanced proficiency in MS Office Suite, with emphasis on MS PowerPoint (for executive briefing design) and MS Excel (for data/budget analysis).
  • Expertise in Enterprise Task Management Software (ETMS / ETMS2), with legacy knowledge of TMT or CATMS.

Desired:

  • Joint Staff, Army/Service Headquarters, or OSD experience at the O-3 to O-5 (or equivalent) level or above—specifically in roles requiring heavy staff work and brief production.
  • Familiarity with the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, with specific experience assisting in Management Decision Package (MDEP) analysis, POM cycle inputs, or Army funding line track management.
  • PMP, Scrum Master, Agile, CompTIA Security+.

How Openbound evaluates sponsorship

Visa history uses official U.S. Department of Labor H-1B LCA disclosure data and USCIS H-1B petition history. Green card history uses DOL PERM disclosure data. Each is read for the employer as a whole, for roles like this one, and for this location, weighted toward the most recent fiscal years.

An employer is matched to its filing entities by verified legal name and reviewed aliases; a match is never made on a name resemblance alone. Where no verified entity can be matched, the page says so and draws no conclusion from the absence. 5 filing titles were examined for this employer.

What this posting states outranks history in both directions, and an employer's published policy outranks past filings. Filing history reflects past behavior; it is not a promise of sponsorship for this opening, and none of this is legal advice.
