The Opportunity:

CACI is seeking a dynamic User Engagement Specialist to support the Department of Homeland Security (DHS) Office of the Inspector General (OIG). This role offers a unique opportunity to contribute to the advancement of national security oversight by driving user adoption of cutting-edge artificial intelligence and advanced analytics capabilities that strengthen investigative, audit, and inspection operations.

As a User Engagement Specialist, you will serve as the bridge between technology and mission users, fostering a thriving Community of Practice that maximizes adoption and value realization of AI and data analytics tools. You will develop and execute engagement strategies, build ambassador networks, gather critical user feedback, and ensure that analysts, investigators, auditors, and inspectors can effectively leverage new capabilities in their daily workflows. Responsibilities:

- Lead the establishment and operation of an AI and Data Analytics Community of Practice, including charter development, governance structure, and ambassador/champion programs

- Design and execute program-office-specific engagement plans to drive adoption across investigative, audit, inspection, and counsel workflows

- Facilitate Community of Practice meetings, develop agendas, track action items, and maintain momentum across distributed stakeholder groups

- Develop comprehensive onboarding materials, communication strategies, and resource libraries to support ambassadors, champions, and end users

- Conduct user readiness assessments and adoption surveys to identify barriers, measure progress, and inform continuous improvement

- Collect, analyze, and document user feedback, lessons learned, and feature requests to inform product backlogs and training priorities

- Coordinate strategic outreach campaigns and executive messaging to increase awareness and adoption of AI products and services across DHS OIG

- Partner with training teams to ensure user feedback loops inform content development and delivery approaches

- Collaborate with Government stakeholders, Product Owners, and program leadership to align engagement activities with mission priorities

- Support Agile development processes by representing the user voice in sprint planning, demos, and retrospectives

Qualifications:

Required: 

- Bachelor's degree + 10 years of experience in user adoption, change management, organizational development, stakeholder engagement, or related field; equivalencies considered (Master's + 7 years; 16 years with no degree; AA + 12 years)

- Demonstrated experience establishing and managing Communities of Practice, user groups, or ambassador programs in complex organizations

- Proven ability to design and execute user engagement strategies, readiness assessments, and adoption measurement frameworks

- Strong facilitation, communication, and interpersonal skills with ability to engage stakeholders at all organizational levels

- Experience working in federal government, law enforcement, or national security environments with understanding of mission-driven cultures

Desired:

- Active Secret clearance with ability to obtain additional accesses as required

- Experience supporting adoption of AI, data analytics, or enterprise technology platforms in government or highly regulated environments

- Familiarity with Agile methodologies, product management principles, and user-centered design approaches

- Background in investigative, audit, inspection, or legal workflows within federal oversight or law enforcement agencies

Pay Range

:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$103,800 - $218,100
