IT Sourcing Manager

As the IT Sourcing Manager, you will lead sourcing strategy and category management efforts across a broad portfolio of technology-related spend, helping the organization maximize value, improve supplier performance, and support key business initiatives.

In this highly visible role, you will be responsible for long-term planning, sourcing strategy development, contract negotiations, supplier management, and continuous improvement initiatives for assigned IT categories. You'll work closely with business leaders, technology teams, legal, finance, risk management, and suppliers to develop procurement strategies that deliver high-quality solutions, cost savings, and operational efficiencies across the enterprise.

The ideal candidate is a strategic thinker, skilled negotiator, and trusted business partner who can influence stakeholders at all levels. You are comfortable managing complex negotiations, analyzing technology spending trends, and driving sourcing initiatives that generate measurable business value.

Minimum Qualifications

Education

Bachelor's degree in Business Administration, Accounting, or a business-related field.

Experience

Five years of progressively responsible contract administration and procurement-related experience. OR an equivalent combination of relevant education and/or experience.

Required Skills

  • Sound understanding of computer hardware and software.
  • Strong consultative, analytical, and problem-solving abilities.
  • Strong quantitative analysis skills.
  • Strong project management and process improvement capabilities.
  • Ability to evaluate complex information and data to drive business decisions.
  • Experience developing strategic plans and operational process solutions.
  • Preferred Qualifications
  • Experience negotiating complex software, SaaS, cloud, infrastructure, and professional services agreements.
  • Experience leading enterprise-level RFP, RFI, and contract negotiation processes.
  • Knowledge of software licensing models, vendor management, and strategic sourcing methodologies.
  • Experience supporting healthcare, higher education, or large enterprise environments.
  • Experience supervising sourcing, procurement, or contract administration professionals.

As the IT Sourcing Manager, you will:

  • Lead strategic sourcing initiatives and category management activities for assigned IT spend categories across Duke University and Duke Health.
  • Develop and execute sourcing strategies that improve quality, reduce costs, simplify procurement processes, and maximize value.
  • Manage competitive sourcing events, including RFIs, RFPs, supplier evaluations, negotiations, and vendor selection recommendations.
  • Analyze software, SaaS, cloud, hardware, professional services, and technology-related spending to identify cost savings and process improvement opportunities.
  • Negotiate complex contracts, licensing agreements, statements of work, service level agreements, maintenance agreements, pricing structures, and commercial terms.
  • Develop supplier performance metrics, conduct vendor reviews, and partner with stakeholders to drive continuous service improvement.
  • Provide analytics and market intelligence that support informed purchasing and sourcing decisions.
  • Identify opportunities for supplier consolidation, spend optimization, and long-term cost reduction strategies.
  • Collaborate with Legal, Information Security, Risk Management, Regulatory Affairs, Finance, and other shared-service teams to ensure contract compliance and favorable business outcomes.
  • Lead supplier performance reviews for critical IT initiatives and ensure accountability to agreed service levels.
  • Manage contract redlines and negotiations involving Duke's standard terms and conditions.
  • Hire, coach, mentor, and develop sourcing professionals while fostering a collaborative and customer-focused culture.
  • Monitor team performance, manage departmental budgets, and identify opportunities to improve sourcing processes and stakeholder satisfaction.

Anticipated Pay Range: Duke University provides an annual base salary range for this position as USD $62,694.00 to USD $107,633.00. Duke University considers factors such as (but not limited to) scope and responsibilities of the position; candidate's work experience, education/training, and key skills; internal peer equity; as well as market and organizational considerations when extending an offer.
